The psychological response terrorism seeks to gain is the notion they can act with impunity. With no logic to their target selection, this is a realistic problem. The answer is a societal response to increase our observation and reporting of suspicious activity and always be prepared to act.

There is good news about this approach, it treats terrorist for what they are; criminals. Communities know how to fight crime, it is a known threat. Understanding terrorists in this light makes them manageable threats and less frightening.
